Tracka: Kugbo Bus Terminal a ‘fraudulently’ delivered project

Civic technology organisation, Tracka, has cited the Kugbo Bus Terminal in Abuja as an example of what it described as a “fraudulently delivered project”.

The position of Tracka on Wednesday followed reports that parts of the structure were damaged by a rainfall on Tuesday morning.

Tracka monitors public projects and promotes transparency in government spending.

It made the claim in a post on X while responding to questions about its earlier report on poorly delivered infrastructure.

“For those who have asked what we meant by fraudulently delivered projects in our last report, the Kugbo Bus Terminal is yet another example,” the organisation stated.

The group recalled that the terminal was officially commissioned in June 2025 amid assurances that it would modernise transportation in the Federal Capital Territory, improve commuter safety, and help curb the menace of ‘one-chance’ crimes.

According to Tracka, the project was “presented as a major step toward improving public transport infrastructure in the Federal Capital Territory,” but failed to meet expectations after commissioning.

“However, despite the public fanfare that accompanied its commissioning, the facility remained unused and non operational for more than nine months after it was unveiled,” it said.

“A public project commissioned in June 2025 should have immediately begun serving the commuting public. Instead, the terminal sat idle for months without fulfilling the purpose for which it was built.”

The organisation argued that commissioning projects that are not ready for use misleads the public and creates a false impression of progress.

“Commissioning projects that are not operational misleads citizens and creates the false impression that infrastructure is being delivered when, in reality, the public cannot access or benefit from it,” Tracka added.

The latest development, involving damage to parts of the structure after what it described as a short rainfall, has further intensified concerns about construction quality and oversight.

“With parts of the terminal’s structure being damaged after a short rainfall yesterday further deepen concerns about the quality of construction and oversight,” the group said.

“Public infrastructure funded with taxpayers’ money should be durable, functional, and able to withstand normal environmental conditions.”

Tracka posed a series of questions to authorities overseeing the project, including the administration of the Minister of the Federal Capital Territory, Nyesom Wike.

“Citizens deserve clear answers. Who built the terminal? Who supervised the project? Who inspected and certified it before commissioning? Why was it commissioned before it was ready for public use?” it queried.

The organisation stressed that public infrastructure must go beyond ceremonial unveilings.

“Projects should only be commissioned when they are fully ready, functional, and able to serve citizens immediately,” it said, adding that it would continue to push for transparency, quality, and accountability in the execution of public projects.

On the cost of the Kugbo Bus Terminal, Tracka said it could not confirm claims circulating online that the project was valued at N51 billion.

“That cannot be substantiated at the moment because there is no official public information about how much was spent on the project,” it stated.
