The World Bank has warned that while digital jobs are creating new income opportunities across developing countries, many workers remain exposed to significant risks due to weak regulation and limited labour protections.

According to the global lender, hundreds of millions of people globally are participating in online platform work, excluding location-based services such as ride-hailing or food delivery. In low- and middle-income countries, digital platforms are opening new avenues for employment and entrepreneurship, allowing workers to connect with global demand for services ranging from freelance writing and software development to microtasks.

Real-life stories illustrate the impact of platform work. In South Africa, a woman who spent four years searching for traditional employment found an income by writing blog posts for international clients. Her work reached readers in the United States,

India, and the United Kingdom, helping her piece together a livelihood through creativity and persistence.

In Vietnam, a 30-year-old software developer leveraged his computer science degree to freelance globally, earning roughly $40,000 annually, far above local wage levels. In Mexico, Uber drivers reported earning three to four times the minimum wage, though they worked long hours and lacked labour protections.

While these stories underscore the promise of platform work, the World Bank cautions that many jobs remain precarious. Workers face unstable pay, long hours, unclear employment status, and limited access to benefits such as health insurance or paid leave. Algorithmic management and concentrated platform power can leave workers vulnerable to arbitrary disconnection and unfair treatment.

The lender revealed that regulating platform work is particularly challenging in developing countries, where informal employment is common and enforcement capacity is limited. Some jurisdictions classify platform workers as self-employed, often leaving them unprotected, while others reclassify them as full-time employees, entitling them to formal labour rights but potentially increasing labour costs and limiting job creation.

A growing number of countries are exploring tailored regulatory approaches, including algorithmic transparency, payment transparency, and protections against arbitrary disconnection. The World Bank recommends designing regulations that balance worker protections with practical realities, ensuring that platform jobs continue to exist while safeguarding basic rights.

The bank emphasises the unique opportunity for governments to build data-driven, context-specific regulations. Unlike informal businesses, digital platforms operate through traceable infrastructure and formal payment systems, generating rich data that can support enforcement and policy design.

“Platform work is not just a new labour market trend; it’s a test case for dynamic, integrated regulation,” the World Bank noted. “Governments have a rare chance to shape digital employment to benefit workers while keeping these platforms viable.”
