Of the promoted officers, 338 were elevated to SGL 17 as full directors, 614 to SGL 16 as deputy directors, and 1,411 to SGL 15 as assistant directors.
The promotions followed competitive examinations, conducted for the first time in FCSC history using a computer-based test (CBT). Candidates for director-level positions also underwent rigorous oral interviews.
FCSC Chairman Prof. Tunji Olaopa disclosed the development in a statement on Wednesday, 24 December 2025.
He stated that candidates were drawn from ministries, departments, and agencies (MDAs) including the State House, Office of the Head of Service of the Federation, Agriculture, Communication, Environment, Health, Housing, Humanitarian Affairs, Industry, Trade and Investment, Information, Science & Technology, Justice, Labour and Employment, Livestock, Marine, Transport, Power, Water Resources, Women Affairs, Works, Youth Development, Defence, Foreign Affairs, Regional Development, Solid Minerals, Steel Development, Sports Commission, and offices of the Accountant General, Auditor General, and Surveyor General.
Prof. Olaopa noted that the Office of the Head of Service of the Federation produced the highest number of successful directors, with 110 officers promoted, while ministries such as Aviation, Transport, Power, Education, Petroleum, and Solid Minerals recorded no successful candidates.
The examinations were conducted in collaboration with the Joint Admissions and Matriculation Board (JAMB), both locally and overseas. International centres were set up in the United Kingdom, United States, India, and Egypt.
The FCSC explained that the promotions mark a historic milestone in the civil service, enhancing transparency and merit-based advancement across Nigeria’s public sector.
