The Federal Government has approved three major policies designed to overhaul the Federal Civil Service, enhance productivity, and improve service delivery across Ministries, Departments, and Agencies (MDAs).
The new policies — the Rewards and Recognition Policy, the Incentive and Consequence Management Policy, and the Civil Service Mentoring Policy — were approved during the Federal Executive Council (FEC) meeting presided over by President Bola Tinubu.
According to the Head of the Civil Service of the Federation (HCSF), Dr. Didi Walson-Jack, the policies are central to the Staff Welfare and Enhanced Value Proposition for Civil Servants — one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25). She explained that the reforms are also in line with the 2021 Public Service Rules (Sections 060101–060111).
Walson-Jack described the approval as a demonstration of President Tinubu’s commitment to transforming the Civil Service into one that is Efficient, Productive, Incorruptible, and Citizen-Centric (EPIC). She said the move would help promote excellence, deepen accountability, and develop the next generation of leaders in the public sector.
The Rewards and Recognition Policy is designed to strengthen productivity by motivating and retaining top talent while encouraging innovation and a culture of continuous improvement.
Similarly, the Incentive and Consequence Management Policy introduces a transparent system that rewards outstanding performance and addresses underperformance through fair and structured measures, ensuring greater accountability across the Service.
Walson-Jack emphasized that the policies would serve as the foundation for building a modern, agile, and empowered Civil Service capable of delivering better outcomes for Nigerians.
“This approval is not just an administrative step; it is a strong statement of intent to build a Service where dedication is recognized, excellence is rewarded, and talent is nurtured,” she said.
