He made the remark on Wednesday during a meeting with the Chief of Army Staff (COAS), Lieutenant General Shuaibu Waidi, in Maiduguri, where he reflected on the more severe security situation the state had endured in previous years.
Zulum said that although there have been recent setbacks, the current security landscape shows significant improvement compared with the peak of the crisis. He urged residents to support the military and other security agencies by remaining vigilant and providing timely intelligence.
“Yes, we have witnessed a series of attacks on our communities and the security forces, but the worst is over,” the governor said, stressing the need for continuous collaboration to end the insurgency.
He added that while any setback is painful, the overall trajectory is positive and points toward sustained peace.
Zulum commiserated with the Nigerian Army over recent tactical losses, praising the bravery and sacrifice of troops and describing them as heroes who often pay the ultimate price for national security.
He reaffirmed the government and people of Borno State stand firmly behind the military, emphasising that their sacrifices will not be taken for granted.
In his response, Lt Gen Waidi assured that the Army headquarters would continue to provide necessary logistics and support to troops, while commending Governor Zulum for his consistent backing of the armed forces.
