A Louisiana woman and man have been arrested and charged with first-degree murder in connection with a 30-year-old cold case that resulted in the death of a child. Inga Carriere was arrested on February 28 and booked as a fugitive from Picayune, Mississippi. Andrew Carriere was arrested March 9 in Galliano, Louisiana. The Louisiana State Police are working with detectives in Mississippi on the investigation. According to state police, on April 17, 1992, a little girl was found inside a garbage bag. The baby’s cause of death was suffocation, and the case was ruled a homicide. Evidence re-examined, together with DNA and fingerprints, identified the child’s parents as Andrew and Inga Carriere. “It’s quite unusual,” said Paul Fleming, a longtime public defender for Jefferson Parish. “This is only the second or third case I’ve had in my 30-year career of someone being arrested for a case that happened 30 years ago.” Fleming is representing Inga Carriere in the case. “There is evidence that my client believed the child was stillborn, which would not be a newborn or a baby or an infant, nor would it be a crime,” Fleming said. Fleming said his office is in the early stages of its own investigation, but he doesn’t believe his client committed a crime. “What we have found so far would rather exonerate our client,” said Fleming. “We do not believe that she felt any guilt from this incident, which took place more than 30 years ago.” No bail was posted for Inga Carriere on her first-degree murder charge. “It’s difficult for everyone, for both sides, because the evidence is old, witnesses have disappeared,” Fleming said. “In this case, a number of witnesses have died and it is becoming difficult to prosecute and defend him.” State police said the investigation is ongoing and more arrests could be made.
